Welcome to the new online CFI program and policy guide (PPG). This new guide was created to improve your experience, facilitate access to information regarding our funding policies and procedures, as well as ensure consistency in our program and policy guide.

The 2023 edition of the Policy and program guide includes some revisions to the 2019 edition. The key changes are outlined in this section.
The Government of Canada created the Canada Foundation for Innovation (CFI) in 1997 to fund state-of-the-art equipment, laboratories and facilities essential for conducting world-class research that produces benefits for Canadians.
The CFI funding architecture is designed to deliver on the organization’s mandate by meeting the current needs of the research community, its partners and its stakeholders.
To participate in our funding competitions, an institution must first be eligible to apply for, receive and administer CFI funding.
The information presented in this section applies to the eligibility of projects and costs as well as the location, control and use of research infrastructure.
Before submitting a proposal, institutions must have an institutional agreement and strategic research plan in place, as well as some other requirements for certain types of projects.
The information presented in sections 6.1 to 6.9 applies to awards for research infrastructure projects. Guidelines pertaining to the Infrastructure Operating Fund are included in 6.10 Infrastructure Operating Fund allocation and release of funds
The CFI collects performance data and information on funded projects through ongoing monitoring, progress reporting and a range of studies.
To effectively communicate our activities and successes to a wide audience and to support the outreach efforts of the research community, we seek to collaborate with institutions to inform government decision-makers and the public of the research enabled by CFI-funded infrastructure.
