Manon Harvey

Vice-President, Finance and Corporate Services

Since the CFI was first formed, Ms. Manon Harvey has been responsible for ensuring the integrity of all aspects of the organization’s financial dealings, and for managing the sum of $7 billion that has been entrusted to the CFI by the Government of Canada.

As Vice-President of Finance and Corporate Services, Ms. Harvey is responsible for the accuracy and fairness of all the CFI's financial statements, and for the accounting system from which they are derived. She ensures that transactions are authorized, assets are safeguarded, and proper accounting records are maintained. She also ensures that all awards given to institutions are tracked and monitored. In addition to finance, her portfolio includes human resources, information technology, and administrative services. Ms. Harvey is an Officer of the CFI Board of Directors, and serves as the Secretary and Treasurer.

Professional Background

Before joining the CFI, Ms. Harvey served as Director of Finance for the Children's Hospital of Eastern Ontario (CHEO). In this position, she managed all aspects of CHEO’s financial and accounting services from 1990 to 1995; was responsible for implementing the hospital’s computerized financial applications; and increased productivity through job re-engineering and improvements in accounting methods. From 1986 to 1990, she was CHEO’s Controller. She has also held positions at a number of private firms in the financial services sector.

Ms. Harvey maintains professional memberships and associations with a number of organizations, including the Institute of Chartered Accountants of Ontario (CPA Ontario) and the Ordre des CPA du Québec. For over ten years, until June 2014, she was both a member of the Board of Directors, as well as the Chair of the Audit Committee, for Hydro Ottawa.


In 1982, Ms. Harvey obtained her Bachelor of Commerce (summa cum laude) from the University of Ottawa. She received her CPA designation while articling with Clarkson Gordon (now Ernst & Young) from 1982 to 1986. In addition to Chartered Professional Accountant designations in both Ontario and Quebec, she has a Certificate in Management Information Systems from the Université du Québec en Outaouais, and has held Mutual Funds and Life Insurance licences in Ontario and Quebec. She obtained her ICD.D designation in 2008, graduating from the Directors Education Program offered by the Institute of Corporate Directors at McGill University.


The finance team is responsible for the accounting, reporting and treasury functions of the organization, including the award finalization process and payments made to recipient institutions related to CFI awards.

Once funds are disbursed to an institution, the CFI has a responsibility to oversee how that money is spent. To do so, we have adopted a risk-based approach, which means that the nature and extent of our oversight activities are tailored to the risks facing each institution and project. The oversight activities performed by the finance team include monitoring visits, contribution audits and other cost reviews, financial reporting, and other ad hoc activities as required. These activities are often performed in collaboration with other business units at the CFI.

The finance team provides guidance to institutions in the implementation of their projects and with the administration of the funding received. It regularly shares good practices used by recipient institutions for the management of CFI funds. These activities help ensure CFI-funded projects are managed for success.

Corporate services

The corporate services team consists of three different business areas. Administration services is responsible for the procurement of goods and services, office space and facilities management, records and mail, building security and telecommunications.

Human resources provides a full range of people-services such as recruitment, salary and benefits administration, training and development, performance management, rewards and recognition, counselling, and health and safety.

Information services is responsible for the development and support of our customized online awards management system (called the CFI Awards Management System, or CAMS) as well as other business support tools and systems. They offer corporate-wide business analysis and project management services. Technology support for desktop computing, productivity software, networks, servers, wireless and remote connectivity is also provided.
