Multidisciplinary Assessment Committee (MAC) Membership

Quality and experience are the CFI's prime considerations when it selects committee members. In addition, the CFI strives to achieve a reasonable balance in terms of language, gender, region, sector of the economy, field of study, and type of institution.

All MAC members and experts involved in the review sign a confidentiality agreement in which they agree not to discuss any aspect of any proposal with anyone outside the committee.

In addition, the CFI expects that members of the research community will not contact MAC members to obtain information on committee deliberations. Members are instructed not to enter into discussions of any kind - related to the review process or specific projects - with other members of the research community. The members will not receive additional information or representations relating to projects except where provided directly by the CFI. They will refer all inquiries, or other material directed to them personally, to CFI staff for response. Committees will review applications on the basis of the three CFI 2001 Innovation Fund criteria: quality of the research and need for the infrastructure, contribution to strengthening the capacity for innovation, and potential benefits to Canada. Comments made on projects in previous CFI review processes will not be given to committees. This is a completely new review process.

Nine MACs composed of a chair plus 12 to 15 members with broad expertise in research, research management and the use of research results, will review a total of 493 proposals requesting approximately $1.3 billion from the CFI. They will meet on December 5, 6, 7, 2001 and make a recommendation to the CFI Board for each proposal.

On December 12, 2001, the nine chairs of the committees will meet to review the recommendations of the committees to ensure consistency. If the recommendations from the committees exceed the budget available i.e. $350 million, this group will choose between projects of comparable merit that most effectively support the CFI’s mandate and research in Canada. The following strategic considerations will be taken into account: institutional and/or provincial priorities, discipline distribution and institutional distribution. The committee will be made aware of CFI investments to date.

Each Multidisciplinary Assessment Committee (MAC) will review applications from institutions in one of the three following categories:

  • Category A: Degree granting institutions receiving more than 1% of granting council funding ; hospitals; not-for profit organizations
  • Category B: Degree-granting institutions receiving less than 1% of granting council funding
  • Category C: Colleges (do not confer degrees)
