2012 MAC Membership
Seven multidisciplinary assessment committees (MACs), each composed of a chair and up to 11 members, were convened on September 20-21, 2012. MAC members were selected for their broad expertise in research, technology development, research management and the use of research results, with calibre and experience as the CFI’s prime considerations. The CFI also strives to achieve a reasonable balance in terms of language, gender, geographic distribution, economic sector, field of study and type of institution.
For the 2012 Leading Edge Fund (LEF) and New Initiatives Fund (NIF) competition, MACs reviewed proposals and were guided by input from the expert review process. The committees were tasked with reviewing each proposal against all assessment criteria as well as the overall competition objectives relative to other competing requests.
For this competition, proposals were assigned to the MACs according to their size, based on the amount of funds requested from the CFI, as in the previous competition. Two MACs assessed proposals requesting less than $750,000 from the CFI, three MACs reviewed proposals ranging from $750,000 to $2.5 million and two MACs were charged with reviewing proposals requesting over $2.5 million from the CFI. Projects of similar size were distributed randomly among the MACs in order to enable the each committee to review a diversity of projects.
The list of MAC members is available here below. Each MAC member and expert reviewer agrees to a confidentiality agreement to ensure proposals are not discussed with anyone outside the committee. The CFI expects that the research community will not contact committee members for information on committee deliberations.
A Special MAC (S-MAC) met on October 23, 2012 to review the MAC recommendations, which exceeded the available LEF/NIF 2012 competition budget. The S-MAC aimed to ensure that the seven MACs were consistent in their recommendations and chose, among projects of comparable merit, those that most effectively support the CFI’s mandate, the objectives of the competition and represent the most effective portfolio of investments for Canada. The S-MAC focused on three key strategic considerations in recommending projects for funding:
- projects that maximize the use of the research infrastructure
- projects that enable world-class, multidisciplinary and multi-sector research and technology development activities
- projects that capitalize on areas of regional and national strengths.
In making its funding recommendations to the Board, the S-MAC was also required to ensure that at least two-thirds of the competition budget was awarded to meritorious LEF proposals.
